There are 3 of them in Level 3.
You will find 1 shortly after entering the level, but once you jump on him, he'll display a bubble with a picture of the coin saying that you need the coin to get a ride. Each Water Taxi you find will need a coin. He is the only way to avoid the Killer Fish that roam around the water.
